Easily repaired right on the car.
First, not all spaces were used. Some were to just hold spare fuses.
I've repair this kind of system using #4 nuts and bolts with star washers in place of the rivets. If you have that many that have failed I'd just replaced all the rivets. The heads of the screws have to be small enough to not interfere with the fuse going into the clip.
Clips are common. They are used in all kinds of electronics. This is the box on my car. The fuse guide goes under the cover.

Observe that many of the "missing" clips are not there, intentionally.

Edit: Many of the fuses are hot all the time, like windows, seats, lighters, underhood, trunk, interior, clock, brake and running lights all have power all the time. Only the radio and ignition are key controlled.

I do have the guide under the cover and if you look close at my pics, someone bypassed the glass fuse and installed a modern blade fuse. So you drilled out the rivet to install the #4?
